Jackie Robinson

President

A proud native of Gloster, Mississippi, Jackie Robinson has dedicated her life to public service, leadership, and community advocacy. With a distinguished career spanning military service, law enforcement, corrections, and social support initiatives, she remains a steadfast champion for justice, veterans’ rights, and community empowerment.

President Robinson is a retired U.S. Army Sergeant Major, having honorably served over 27 years, including two combat tours. In her final military role, she served as a Senior Transportation Supervisor, ensuring the strategic coordination and execution of logistics operations. Her leadership, discipline, and unwavering commitment to duty defined her military career and continue to shape her efforts in public service.

Beyond her military service, she has held key roles in law enforcement and corrections, serving with the City of Jackson Police Department (JPD), the Mississippi Bureau of Narcotics (MBN), and the Central Mississippi Correctional Facility (CMCF). Through these roles, she has worked to uphold the law, enhance public safety, and advocate for systemic reforms.

She holds a Bachelor of Science in Criminal Justice from “Thee” Jackson State University, a Master of Arts in Counseling from Webster University, and a Master’s Plus in the Licensed Clinical Professional Counselor (LCPC) Track in Counseling from Loyola University Maryland (formerly Loyola University). Additionally, she holds a Commercial Driver’s License (CDL), demonstrating her versatility and expertise across multiple disciplines.

President Robinson is actively engaged in numerous organizations and advocacy groups. She is a member of the Mississippi Regional Housing Authority, Region 7, Resident Support Organization (MRHA7-RSO), working to support housing initiatives and community development. She also serves as a Wounded Warrior Project (WWP) Peer Support Leader, providing mentorship and assistance to fellow veterans.

As a life member of the Veterans of Foreign Wars (VFW), Disabled American Veterans (DAV), Jackson State University National Alumni Association (JSUNAA), the National Association for the Advancement of Colored People (NAACP), and the VFW National Home, she remains a dedicated advocate for veterans’ affairs, education, and civil rights, ensuring that those she serves have a voice and access to essential resources.

A lifelong public servant and leader, President Robinson continues to advance civil rights, veterans’ affairs, and community development, making a lasting impact in every endeavor she undertakes.

Shanna Thompson-Sparkman

First Vice President

Shanna Thompson-Sparkman earned both her Bachelor’s and Master’s degrees in Psychology from William Carey University. She is currently pursuing a Specialist in Education degree, with a focus on Emotional and Behavioral Disorders.

After 17 years in the mental health field, Shanna transitioned into education and now serves as an Exceptional Education teacher in the South Pike School District. She is also the First Vice President of the NAACP McComb Branch.

Bruce Mullins

Treasurer

Bruce Mullins is a graduate of Mississippi Valley State University, holding a Bachelor’s degree in Business Administration. A retired Railroad Administrator, he brings a wealth of experience in government operations and labor relations. In 2022, Bruce was elected to the McComb, Mississippi City Board as the Selectman representing Ward 5. His commitment to community service includes past leadership as President and member of the local Railroad Museum Board. He currently serves as President of the Senior Mission at Walker’s Chapel Church, a role he has held for the past four years.

Patricia Slocum-Badon

Secretary

Patricia Slocum-Badon holds an Associate Degree in Marketing and Business Management from Southwest Mississippi Community College, a Bachelor’s Degree in Psychology from the University of Southern Mississippi, and a Master’s Degree in Human Services with a concentration in Community Service from Capella University. She also holds a Childcare Director License, earned after a decade of experience in the childcare field. Patricia worked with Pine Belt Mental Healthcare for 13 years, serving as a mental health care manager and facility administrator. She has also been with the Department of Human Services for the past 13 years. Currently, she serves as Secretary for the McComb Branch of the NAACP.

Stephanie Jenkins

Assistant Secretary

Stephanie Jenkins is a retired Social Worker for the State of Mississippi and the Southwest Region of Child Protection Services, where she served as an Area Social Work Supervisor. She is also a retired childcare provider. Stephanie earned her degree in Social Work from Jackson State University. She currently serves as Assistant Secretary for the McComb Branch of the NAACP and works as a homeschool educator.

Freddie Bates

Assistant Treasurer, NAACP McComb Branch #5307

Freddie Bates serves as the Assistant Treasurer for the NAACP McComb Branch #5307, bringing integrity, precision, and a strong sense of accountability to the financial stewardship of the organization. A dedicated community advocate, Bates has consistently demonstrated a commitment to civil rights, social justice, and economic empowerment for underserved populations in Southwest Mississippi.

She plays a critical role in ensuring the transparency and efficiency of branch financial operations. Her work supports the branch’s ongoing efforts to drive systemic change through strategic advocacy, civic engagement, and educational outreach.

Bates is known for her collaborative spirit, professionalism, and passion for uplifting marginalized communities. Her contributions are vital to sustaining the mission and vision of the NAACP in McComb and beyond.

Nora Johnson

WIN Committee Chair

Nora J. Johnson is a retiree of the Delphi Automotive Plant in Brookhaven, where she was a dedicated member of the IUE-CWA union. She currently serves as Chair of the WIN (Women in the NAACP) Committee.

Daryl Porter

Legal Redress Chair

Daryl Porter Jr. earned his Bachelor’s degree in Political Science in 2013, followed by a Juris Doctor from Mississippi College School of Law. He is now a licensed personal injury attorney. A dedicated member of Summit Missionary Baptist Church, he serves as both a trustee and junior deacon, and he founded a mentoring group for young men to encourage positive contributions to society.

Daryl is a proud member of Alpha Phi Alpha Fraternity, Inc. He previously served as a Councilman for the Town of Summit before being elected in 2019 to the Mississippi House of Representatives, representing District 98. In the House, he serves as Vice Chair of the Accountability, Efficiency, and Transparency Committee and is a member of the Gaming, Judiciary B, Municipalities, Public Health and Human Services, and Public Utilities committees.

He has also served as Parliamentarian for the Mississippi Legislative Black Caucus and currently holds the position of Vice Chair of the Mississippi House Democratic Caucus.

Joann Garner

NAACP Youth Advisor, McComb Branch

Joann Garner serves as the Youth Advisor for the McComb Branch of the NAACP, where she plays a pivotal role in mentoring and guiding young activists committed to civil rights and social justice. In this capacity, Ms. Garner is instrumental in organizing educational programs, community service initiatives, and leadership development activities aimed at empowering the youth within the McComb community.

Ms. Garner’s dedication to nurturing the next generation of leaders aligns seamlessly with the NAACP’s mission to ensure political, educational, social, and economic equality for all individuals. Her efforts contribute significantly to fostering a culture of activism and civic engagement among young members, preparing them to advocate effectively for their rights and the rights of others.

Through her unwavering commitment and leadership, Joann Garner continues to be a cornerstone of the McComb Branch, inspiring and equipping youth to carry forward the legacy of the civil rights movement.

Gwen Robinson

Dedicated Educator and Community Advocate

Gwen Robinson is a retired educator whose career has been defined by her commitment to academic excellence and student empowerment. With a passion for lifelong learning, she has played a pivotal role in shaping the lives of countless students, and fostering their personal and academic growth.

A proud graduate of Jackson State University, Gwen remains actively engaged in her alma mater’s community as a member of the Jackson State University National Alumni Association (JSUNAA) Pike County Chapter. She is also a dedicated member of the Coleman-Trantham Veterans of Foreign Wars (VFW) Post 4934 Auxiliary, where she supports initiatives that honor and assist veterans, their families, and the broader community.

With a strong commitment to service, mentorship, and civic engagement, Gwen Robinson continues to make a meaningful impact, championing education, alumni engagement, veteran support, and community development.

Kenny Cotton

Law Enforcement Professional and Community Leader, Summit, Mississippi

Kenny Cotton is a seasoned law enforcement officer and dedicated community leader based in Summit, Mississippi. A graduate of McComb High School and Southwest Mississippi Community College, Cotton has devoted his career to ensuring public safety and fostering community relations.

Cotton’s extensive experience includes serving as the Chief of Police for the Town of Summit, where he implemented initiatives to enhance public safety and community engagement. His commitment to the community was further demonstrated when he was elected as Pike County Sheriff, a role in which he continued to prioritize the well-being of residents.

After completing his term as sheriff, Cotton returned to his role as Summit Police Chief, underscoring his unwavering dedication to the town’s safety and development. Beyond his law enforcement duties, he has actively collaborated with local organizations, including the McComb School District, to address pressing issues such as gun violence, exemplifying his holistic approach to community leadership.

Cotton’s steadfast commitment to justice, public service, and community empowerment aligns with the core values of the NAACP, making him a respected figure in Summit and the broader Mississippi community.

Mary Gallagher

Advocate for Housing & Economic Empowerment

Mary Gallagher serves as a Resident Opportunity and Self-Sufficiency (ROSS) Coordinator with the Mississippi Regional Housing Authority VII (MRHA7), where she is dedicated to helping residents of public and Native American housing achieve economic independence and housing stability. Through strategic partnerships and community engagement, she connects individuals and families with essential resources, services, and opportunities for self-sufficiency.

In addition to her role at MRHA7, Mary is a founding member of the Mississippi Regional Housing Authority VII Resident Service Organization (MRHA7-RSO) Non-Profit Board. She plays a pivotal role in advancing community support initiatives, working to enhance resident services, financial literacy programs, workforce development, and access to social services.

With a passion for housing equity and community empowerment, Mary remains committed to uplifting residents and fostering pathways to long-term success.

Justin Lofton

Advocate, Leader, and Public Servant

Justin Lofton is a dedicated advocate, capacity builder, and public servant committed to empowering communities through education, leadership, and strategic planning. As the Director of Digital Education at Teen Health Mississippi, he develops and implements innovative educational initiatives that equip youth, youth-serving professionals, and parents with critical knowledge and resources.

In November 2023, Justin was elected as Pike County Supervisor for District One, where he continues his dedication to community service, policy development, and civic engagement. His leadership is focused on fostering growth, sustainability, and equitable opportunities for all residents.

Justin holds a Bachelor’s degree in Organizational Management from Lipscomb University and pursued Political Management at George Washington University. He is currently advancing his expertise by pursuing a Master’s degree in Urban and Regional Planning at Jackson State University, further solidifying his commitment to strategic community development and policy innovation.

Through his work in education, governance, and advocacy, Justin Lofton remains steadfast in his mission to build stronger communities, empower future leaders, and drive meaningful change.

Coach Jeffery Gibson

Athletic Director and Head Coach, McComb High School

Coach Jeffery Gibson is a dedicated educator and seasoned coach committed to fostering athletic excellence and character development among students at McComb High School. As the school’s Athletic Director, he oversees the comprehensive athletic program, ensuring that student-athletes receive top-tier training and support.

In his capacity as Head Coach for Track and Indoor Track, Coach Gibson has led the Tigers to notable successes, including clinching the District 7-4A titles for both boys’ and girls’ teams. His leadership emphasizes discipline, teamwork, and perseverance, qualities he instills in all his athletes.

Coach Gibson’s dedication to McComb High School extends beyond the track. He previously served as the Head Football Coach, stepping into the role just weeks before the season’s start and demonstrating resilience and adaptability by leading the team through a challenging schedule.

Under his guidance, the McComb High School Athletic Program is committed to developing well-rounded student-athletes who excel both academically and athletically. The program’s mission aligns with the core values of the NAACP, emphasizing hard work, discipline, accountability, and community service.
